Your page Parliament has decided that it will introduce a bag fee. This is scheduled to be introduced with effect from 15 March. There are many who disagree with the fee, and this they have also expressed through their response. What we think is striking, is the short time that lies between the deadline for consultation responses and effective date. There are 10 days between February 27th and March 15th. At that time Customs and Excise undertake a thorough review of the responses. Or is it? Is it at all possible to make a thorough review of all the responses from a total of 38 consultative bodies at the time? Is it possible to sit down and think that "the objection was it sure much true - the need to take into consideration" - in ten days? Or is it?
It seems as though the authorities have now decided one thing, it outlined a required regulations - and they're really not very interested in changing. For how should it at all be possible to treat, discuss and make any changes the size of the introduction of a new fee, within ten working days? We believe that they really are not interested.
